For this tutorial you will need:

Psp 7

Rorshack filters
Download here
Unzip in your plugin folder.
(freeware)
(note that this effect can be achieved by using
blinds too, then set width to 2, opacity to 75 and
do them horizontal. I'm lazy though and like plugins so
that explains that *smile* )

Filter Factory N
(Freeware)

This Font
Broadway

This tube:
Girl tube
When using this tube plz always add ©Wenke.
Thank you Wenke for putting down all the time and
effort in making these images for me ! @-}}--

Install the font and the tube !!

Open up a new image 500*500 pixels with a transparent background.
set both style colour to black, then select the preset shapes tool
Make sure you only got antialias ticked, then pick rounded rectangle.
set line width to 5. Now draw a square 48*48.
Duplicate this layer 2 times and place them next to each other. Like so...

Then go to layers/ merge / merge visible.
Duplicate this layer 5 times and place the rows underneath each other.
In the end you should have something like this...

Merge visible again then use the selection tool to select the boxes.
Now go to effects/ plugins/filter factory N/ Diamond glass.
Set both X and Y distortion to 99, set amount to 179 and preview on/off to 255.
Click ok. Now with the boxes still selected go to effects / 3d effects / cutout.
Add with these settings...

Then go to effects/ 3d effects / drop shadow and add a shadow with both vertical
and horizontal set to 1, opacity to 100 and blur to 1,7.
Deselect (press ctrl+d) then add a new raster layer (layers/ new raster layer.)

Now select the text tool, add text with these settings...

Now go to image/ rotate and rotate 90 degrees to the left.
Now click the deformation tool and you will get a box around your text.
Grab the ends of it and drag the text out so that it gets just as long as the
square picture press apply when done.

Then go to effects/ plugins/ rorshack filters/ ripleyer.
Add with the standard settings ie don't change anything.
Then add the same cutout and dropshadow as before.
You should have something like this now...
(the text looks black because I resized the picture)

Add a new raster layer.
Select your picture tube tool and add the tube with a
scale of 80%. Use the mover tool to move the picture in place.
Now merge visible, watermark and then crop.
Save as .Jpg and you are done!!

Hope you had fun!
Happy psp.ing :0P
