Example resized with 75%.
For this tutorial you will need:
Psp 7
Filter Factory E
This tube:
Blue Lady

The font I used is called International Palms.
Open up an image 600*600 pixels with a transparent background.
Then select your picture tube tool and add your tube with 100% scale.
Now select the selection tool, set selection type to ellips and feathering to 20.
Then draw an ellips that is smaller than on the picture. You will notice that when
you let go of the selection it will grow bigger. So in the end you should have something
similar to this... (it does not have to be exact)

Now go to selections /invert, then press delete on your keyboard.
Deselect (ctrl+d)
Duplicate your layer, then go to effects/ blur / gaussian blur and blur
with a radius of 10. Now go to effects/ plugins / filter factory E/ metal peacocks.
Add with the standard settings. (don't change it just click ok)
Now duplicate this layer.
Move the second "metal" layer a bit to upwards and to the right.
Move your tube layer to the top.
You should have something similar to this now...

Add a new raster layer. (layers/ new raster layer).
Set styles like so... the colour is: #A9A9C6

Now select your preset shapes tool and make sure you only have
antialias checked. Then draw a circle the size 27*27.
Then use the selection tool and select the circle.
Go to effects/texture effects/polished stone and add these settings...

Duplicate this layer then go to image/ resize and resize it with 65% of origin.
now duplicate this layer 4 times. Place them something like this...

Now hide the other layers (click the glasses) like so...

Then highlight one of the dot layers and go to layers/ merge / merge visible.
Duplicate the merged layer 3 times.
On the first duplicate you go to image/ flip.
on the second one go to image /mirror
and one the last you first go to image/ flip then to image/ mirror.
Unhide your other layers but clicking on the red crosses.
Use the mover tool to move these duplicates into place, like so...

Add a new raster layer.
Then select the text tool and click the image.
Use these settings...

Duplicate this layer and then resize it with 75% of origin.
Duplicate this layer and once again resize with 75% of origin.
Then use the mover tool to move the text into place.
Now it's up too you if you want you text layers to go above the
dots or underneath. I put mine underneath.
Go to layers / merge/ merge visible. Select the crop tool and
crop the image to a suitable size then watermark and save as .Jpg
Yippiii !!! You're done :o)
