For this tutorial you will need:
Psp

Open a new image 500*500 with a transparent background.

Use the preset tool and make an ellips shape size 230*330. Convert the layer to a raster layer.
Now use the selection tool to select the image and then the flood fill to give it any colour you'd like.
Go to effects/noise/add set the noise to 44 and make sure to tick uniform.
Deselect the image, then go to effects/texture effects/mosaic-antique.
Make another selection inside the image.
Like this...



Right click on the selection and cut it out. like so...


Now go to selections/invert. Do not deselect!
go to effects /3d effects and drop shadow with these settings...


add a new layer and invert again.
fill the selection with the flood fill and add noise 15, and tick uniform.
move that layer to the bottom.

add a new layer, add any pic you'd like to frame. Now you might have to rearrange the layer a bit.

When you are finnished go to layers/merge/merge visible, save and you are done :)
