For this tutorial you will need:

Open a new image 300*300 with a transparent background.
Select the preset shapes tool
and make an ellipse.
Then click the object selector
and then click edit node.
Drag the nodes around until u have an image similar to this one ...

Now leave that image for now and open up a new one same settings at the first one.
Now do they same thing and form this image like this...

Copy and paste the last image as a new layer on the first one.
That you do by right clicking the first image and chose copy.
Then right click the second one and chose paste as new layer.
You should have an image similar to this one now...

Now we are going to edit the nodes a bit to match the lip parts together.
Like this...

Go to layers/convert to raster layer, do this on both of the parts when you are happy with the looks of them.
Now use the selection tool
to select one part of the lip.
Now pick the flood fill tool
and fill the lip with any colour you want.
Then do same thing on the other part.
Now go to effects/plugin filters/eyecandy/glass.
Go to settings and chose ruby with the following settings.

do the same thing on both parts.
Go to layers/merge/merge visible and then save.
You are now done :D
