For this tutorial you will need:
Psp
Open a new image 300*300 with a transparent background.
Use the preset shapes tool and make an image as big as
you want the mirror to be.
Go to layers/convert to raster layer.
Duplicate the layer, now u got two images on top of eachother.
Go to Image resize, resize the percentage of original to 85%.

You should have something similar to this now...

Select the bottom layer then go to selections/ float then flood fill
it with any colour you want the frame to have.
Then go to effects/3d effects/innerbevel use the following settings =>

Now the frame is done, so we are moving on to the mirror layer.
Select the flood fill tool and then find the right gradient
this you find here...

Chose the metallic 2 gradient and add the following settings to it...

Flood fill the top layer.
Now go to layers/merge/merge visible.
Then go to effects/3d effects/ drop shadow
I used the following settings...

Save one last time and your mirror is now done!!
