Eeeek! Thank you Brenda for pointing out my
rather embarrassing spelling error in this tutorial lol.
For this tutorial you need:
Psp 7 or 8
Download the tube I used here.
~*Download*~
Open up an image 300*300
add the text that you want,
then add a tube on a new layer.
Place the tube where you want it. go to layers/merge/merge visible.
Now pick the freehand tool
.
Press down the shift key and start circling the areas you want to
add noise to.

Note! Don't let go of the shift key till you're done.
When you are done you can let go of it. Duplicate the layer
so you got 3 exact layers.
Mark the first layer in the layer palette.

Go to effects/noise/add.
Tick uniform, on the first image you add noise 10 on the second one 15 and the third 17.
Make sure that you mark the next layer when you add noise.
so you don't add noise 3 times on the same layer.

Now save the image as .psp
open animation shop, find your image, open it.
save it as .gif and you are done :D
