For this tutorial you will need:
Psp 7
Animation shop
and this image --> download

Download the image and open it in Psp.
Select the magic wand and select the white area.
Go to effects/3d effects/inner bevel. Use the following settings...

Pic a colour you like.
When adding text use size 26. Use a new layer for each line.
This will allow you to move parts of the text around.
Now hide the background layer. Go to layers /merge/merge visible.
You should now have all your text layers as one.
This means that you should have two layers one background layer and one merged.
Now select the text and add a drop shadow to it.
To make it look glowing I made the shadow a lighter shade of the background colour.
Not that the text is finished we're moving on to the background.
Add a new raster layer and find a picture you like.
Move this image layer so that it's your middle layer. Drag the layer opacity down to 50%
Now add another layer.
Add sparkles or whatever you like.
Merge/ merge flatten.
This is the picture I will animate.
