For this tutorial you will need:
Psp

Open a new image 400*400
Use the preset tool n make a circle the size you want it.
Go to layers /convert layer to raster layer
Go to effects/3d effects/cutout use the following settings...



Use the preset tool again to make an oval on the image
like this...


Convert this layer to a raster layer.
Go to effects/blur/motion blur set the settings to angle = 40 and pixels = 40
Now go to effects/ blur/ gaussian blur set the radius to 6,00
You should have something similar to this now...


Finnish with going to layers/merge visible

Save and you are done :)
