This tut is just to give you the general idea of how it's done ;o)
For this tutorial you will need:
Psp 7 or 8
Open up a new image 250*250 pixels with a transparent background.
Select your preset shapes tool and make sure you got retain style ticked.
Now draw a little box size 17*17. Then duplicate this layer 8 times
use the mover tool to move them into place. Like so...

Now when you got them lined up like that go to layers / merge / merge visible.
Add a new raster layer. Untick retain style and set fill colour to any colour
you like and stroke to null.
draw a box that's 68*68. Then go to effects/ 3d effect / inner bevel and add with
these settings...

Deselect the cube and use the move tool to move it into place
and this is what you should have now...

Go to layers/ merge/ merge visible.
Duplicate your layer 2 times. Highlight your first layer
Pick up your magic wand and select the the first little box then
hold down your shift key and select the fourth and the seventh box.
Then go to selections / modify / expand and expand with one.
Flood fill with colour of your choice. then add the same innerbevel as
We added to the middle. Now Highlight second layer and select the second, fifth
and eight box, expand, flood fill and add bevel. And then highlight the third
layer and do the same with the boxes you got left. Ok Hide the last and the middle
layer by clicking on the glasses. Now you will see this...

Fill in the other boxes with other colours of your choise so that you got
something like this...

Now hide this layer and unhide the middle one and do the same with the same
colours. And at last the third layer.
You should now have layers looking like this...

Make all layers visible and then save as .psp
Open up the file in animation shop and save as .gif and you're done !
I hope you had fun.
happy psp.ing!
