For this tutorial you will need:

Psp

These fonts...
Parasol Font
Cityscape Font

Open up a new image 500*500 pixels with a transparent background.
Pick up the text tool and select the Cityscape font.
Set font size to 120 and then add about 10 letters with images you like.
Now select the retouch tool set the retouch option to soften. Use these settings.



Soften the edge of the bottom of the city you made.
Then go to effects/ 3d effects/ dropshadow and add with these settings...

Vertical: 0
Horizontal: 0
Opacity: 100
Blur: 4,9
Colour: #FFFF00

Now add a new raster layer (layers/ new raster layer).
Add your name with these settings...



Add a new raster layer again and add the same text with the
same settings only this time change the colours to black.
Place the text like this...



Hide the bottom layer by pressing the glasses on the layer palette.
Then click on one of the other layers and then go to layers/ merge/ merge visible.
Then add a drop shadow with these settings...

Vertical: 0
Horizontal: 0
Opacity: 100
Blur: 13
Colour: #FFFF00

Unhide the city by pressing the glasses again.
Select the city layer and then pick up the selection tool and
select like this....



Now press delete on your keyboard.
Go to layers/ merge/ merge visible
Duplicate this layer then go to effects/ blur/ gaussian blur and blur with 10.
Now go to effects/ texture effects/ texture and add with these settings...



Add a drop shadow with the same settings as you used last time.
Lower the opacity on this layer to 50. Then move it to the bottom.

Add a new layer flood fill it with black and move it to the bottom.
(layers/ arrange/ send to bottom).
Now Merge visible then select the crop tool and draw a box around
the image like this...



Then go to Image/ crop.

Set the styles like this...



Then go to image/ add borders. tick symmetric and then set the numbers to 3.
Now change the yellow style to black and add border with 3 again.
Change back to yellow and add border with 5. Finally change back to black.
Add border with 5 then save the image as .jpg and you are done !
