The font I used is called Updock.
Open up a new image 400*400 pixels with a transparent background.
Select your preset shapes tool. Set both style colours to : #D1C9A9
Then make sure you only got antialias ticked. Set line width to 1
And the shape to rounded rectangle. Now draw a square the size 320*140 pixels.
Go to selections/ select all, then go to selections/ float.
Select the airbrush tool set the foreground colour to :#A39667

Do not deselect yet. Now go to effects/ texture effects/ mosaic glass.

With the image still selected go to effects/ plugins/ xenofex 2/ burnt edges.

Add a new raster layer (layers/ new raster layer).
Find a quote you like and add with these settings...

Art is knowing which ones to keep." (Scott Adams))

Add yet another raster layer and add Scott Adams with the same text settings.
Then go to image/ rotate and rotate 90 degrees to the left.
Use the mover tool and move the text into place.
You should have something looking like this now...

Add a new raster layer and add the flower tube with a scale of 50%.
Place the flowers inbetween the two text parts.
Go to layers/ merge / merge visible.
Go to effects/ 3d effects/ drop shadow, add with these settings...
